Make the decision smaller
Start with PhotoCraft, then compare the same test file in GIMP or Photopea. Record what survives the export and what your collaborator can reopen.
Try Krita first. If the work moves into vectors, inspect VectorCraft before treating the problem as a Photoshop problem.
